Jesús M. Rivera Delgado is a lawyer by profession and a professor at the Universidad del Sagrado CorazónShe holds a Bachelor's degree in Psychology, magna cum laudeHe holds a Juris Doctor degree from the University of Puerto Rico. He is admitted to the practice of law and notary public services in the Commonwealth of Puerto Rico, as well as to the practice of law in the State of New York, the District of Columbia, the Supreme Court of the United States, and various federal courts.
His areas of expertise include human rights and constitutional law, communications law, labor and employment law, business law, and legislative counsel. Since 2014, he has served on the Board of Directors of the Legal Aid Society of Puerto Rico, which he has chaired since 2015. From 2016 to 2024, he served as legislative counsel to Senator José A. Vargas Vidot and to the Puerto Rico Senate's Commission on Community Initiatives, Mental Health, and Addiction.
Throughout his career, he has authored numerous scholarly publications. Among the most notable are "Criminal Liability of Legal Entities in Puerto Rico" (2015), published in Criminal Liability of Legal Entities in Latin America and Spain (Madrid: Ministry of Economy and Competitiveness, Spain), and, with L. Torres Rivera, "The Death Penalty in Puerto Rico: Two Faces of the Criminal Justice System" (2013), published in Criminal Justice and Democracy (Brasília: Marcial Pons), in both Spanish and Portuguese editions.
He has also written opinion columns for Puerto Rico's mainstream press and has been featured in numerous media outlets, providing legal analysis on state, federal, and international law.
Since 2019, he has served as producer, director, and host of Trazando Líneas, a radio program broadcast twice weekly on Radio Activa, Universidad del Sagrado Corazón's online radio station. The program offers objective analysis of current issues affecting Puerto Rico, independent of partisan affiliations or political ideologies.
In 2024, Universidad del Sagrado Corazón honored him with its Excellence in Teaching Service Award.
